The Thursday vote by the U.S. Senate makes her the first woman in charge of the National Oceanic and Atmospheric Administration, which overseas fisheries, oceans and the National Weather Service.  Echoing President Obama's recent remarks on federal funding for stem cell research, Lubchenco says that science, not politics, will guide the agency as it confronts global warming, declining fisheries and forecasting natural disasters. She says she expects her agency to also play a role developing a green
